Stephen H. Badgett is the Deputy General Manager and Chief Operating Officer for Riverside Public Utilities. Badgett has been with Riverside Public Utilities for more than 23 years, serving in various management and executive roles. He has been working in the public utilities sector for more than 39 years.
Mr. Badgett presently manages over 600 employees in all aspects of a full service water and electric utility, including Finance, Service Delivery, Public Relations, Human Resources, and Legislative Affairs. The organization plans, designs, constructs, operates and maintains the utility, with an annual budget of over $500 million, and a service area of 100 square miles with over 300,000 residents. Working with an elected Mayor and City Council and appointed Board of Public Utilities, he directs the development and implementation of the corporate strategy and policy for Riverside Public Utilities, to ensure customer satisfaction and economic development in the city. .
Badgett is a graduate of the Tennessee State Technical Institute and the University of Memphis with degrees in architectural and electrical engineering respectively. He also completed the Executive Management Program from the A. Gary Anderson Graduate School of Management at the University of California, Riverside; is a graduate of Leadership Riverside; and holds a California electric contractor's license.
Badgett sits on the California Municipal Utilities Association Board of Governors and the Southern California Public Power Authority Board of Directors as well as a member of numerous water and electric agencies and committees.
A true believer in community involvement, Badgett volunteers his time to a number of local interests including; the Board of Advisors to the Department of Electrical Engineering at the University of California, Riverside; the Greater Riverside Chambers of Commerce’s Leadership Riverside Steering Committee; and the Western Municipal Water District's Customer Advisory Committee.
